27 <br />I - 21 <br />Conclusion <br />The creation of an additional water supply source for OWASA will create along-term public good. <br />The expanded quarry reservoir would be available after the year 2030 as projected water demand <br />would be approaching the capacity of the existing system of reservoirs. <br />If projected water demand decreases over time with the advent of conservation measures or a <br />slower growth rate is realized, <br />...then the reservoir/quarry resource is a commodity that has a longer life <br />Due to the "geologic" pace of quarrying, planning for the future reservoir must be done many years <br />in advance and be proactively available when the demand or water resource flexibility is needed. <br />The additional water supply provides insurance for future options. <br />The j oint staffs of Chapel Hill, Orange County and Carrboro concur with the "changed or changing <br />conditions" cited by applicants and recommend approval of JPA-1-00. <br />Orange County staff concurs with the "changes or changing conditions" cited by applicants and <br />recommends approval of CP-1-OD, with the knowledge that safety measures through the state <br />permit, the County's Environmental Impact Ordinance, and additional mitigation measures <br />referenced herein will safeguard and greatly increase the likelihood that this proposal will result in a <br />long-term and comprehensive resource plan for all county and town residents. <br />h:\jpa\jtstf001.doc\gb <br />
