2 <br />is <br />Evaluation Criteria: Oran a Coun Com rehensive Plan Amendment <br />The proposed Rural Industrial Activity Node complies with 10 of 11 locational criteria as <br />defined in the Orange County Comprehensive Plan receiving a "Questionable" evaluation on <br />"Hydrology". <br />On the issue of hydrology, Rural Industrial Activity Nodes, according to the Land Use Element, <br />should be located outside of 100-yeaz flood-prone areas. This alone is not justification for an <br />overall negative recommendation. The floodplain of Phil's Creek which is 150 - 200 feet in width <br />crosses through the site. The EIS states that impacts on the flood plain will be minor and temporary <br />as a result of placing culverts for the relocation of SR 1104. Beyond that it indicates that the <br />OWASA quarry reservoir and existing quarry pit will provide flood control benefits by containing <br />excess stormwater which would be released later at controlled rates. <br />Hydrology is an important locational criterion. However, there are other policy considerations that <br />come into play in acting on such amendments under the JPA and Land Use Element. These <br />considerations take into account the public interest; the health, safety and general welfare of Orange <br />County citizens. In evaluating these amendments against the criteria, the "benefits" of guaranteed <br />future water storage capacity -including safeguazds contained in the four-party agreement -seem to <br />outweigh the reservations associated with expanding the use within the watershed. <br />Miti ation Measures <br />Water and air quality, visual, noise and vibration mitigation measures identified in the EIS offer <br />additional safeguards. Please refer to the supporting documentation included as a separate <br />enclosure: <br />• Report A: Water Supply <br />• Report B: Supplement to the Environmental Impact Statement (pages 41 - 47) <br />• Report C: Summary of Mitigation Measures for the Extended Stone Quarry Reservoir <br />(pages 2 -10) <br />Report C notes a complete list of mitigation measures which are herein recommended by staff to be <br />included in the eventual special use modification. <br />Sustainabili <br />Sustainability is a goal of the Boazd of County Commissioners. Sustainability is a reasonable goal <br />to gauge. the strength of an application to amend a land use plan.
