This development is proposed to occur in the Rural Buffer and <br />does not promote sprawl. <br />F) UTILITY EXTENSION <br />1) The timing of utility extensions and the pace of growth should be coordinated. (C) <br />2) Water and sewer service should not be extended outside the boundaries of the Joint <br />Planning Area. (C) <br />STAFF RESPONSE. No water or sewer extensions are proposed inside the Rural <br />Buffer. <br />G) ALLOCATION OF GROWTH <br />1) Areas where public facilities and services are available should be developed before such <br />areas where services are not yet available. (CH) <br />2) To the maximum extent feasible, no "spillover" growth from the two Towns will occur in <br />Chatham or Durham Counties or in Bingham Township. (OC) <br />3) The azea north of Town is assumed to be the most suitable for absorbing spillover because <br />of transportation access, the lazge efficiently sewerable area below the Morgan Creek-New <br />Hope divide, and existing growth patterns. (OC) <br />4) The Southern Triangle azea will develop only after all the suitable land south of and <br />between the Duke Forest tracts has been developed. (OC) <br />5) Duke Forest tracts will not be developed over the period 1980-2000. (OC) <br />STAFF RESPONSE. The properties are not in the referenced areas. <br />
