22 <br />- 7.6 <br />The protection of County water supply watersheds from point and non-point source <br />pollutants through regulation and land use controls was a prominent recommendation <br />of the task force and a focal point of the watershed plan which resulted.' Safety <br />measures through the state permit, the County's Environmental Impact Ordinance, <br />and additional mitigation measures referenced herein will safeguard and greatly <br />increase the protection of water quality. <br />C) HIGHER INTENSITY USES/TRANSITION AREAS <br />1) The mare intensive uses aze most appropriately located within the Towns and then the areas <br />adjacent to the Towns likely to become urban. (OC) <br />2) A transition area should be designated, between existing developed areas and the rural <br />buffer, as a tazget for new development to occur. (C) <br />STAFF RESPONSE. This development is proposed to occur in the Rural Buffer. <br />D} RURAL AREAS <br />1) The rural residential and agricultural character of the Township outside the Towns and <br />,adjacent transition areas should be maintained. (OC) <br />STAFF RESPONSE. The development on this site, both existing and proposed, must <br />be closely monitored to prevent negative impacts on adjoining residential and <br />agricultural land uses. The current uses on this site, due to their intensity, could <br />negatively impact the surrounding rural area without controls offered under the <br />Zoning Ordinance (Special Use Permit) and the Rural Industrial Activity Node <br />classification. <br />The Land Use Element of the Comprehensive Plan, which designates the extractive <br />use designation to the American Stone quarry operation, sought answers to the <br />possible. re-uses of this site in a manner acceptable to meet the Land Use Goals of the <br />Joint Planning Area and the County. This site, if properly developed and monitored, <br />may present a viable reuse option for the existing quarry and asphalt plant. <br />2) Rural lands currently existing between the Chapel Hi1UCarrboro urban area and <br />Hillsborough should be preserved. <br />STAFF RESPONSE. This site does not lie between the Chapel Hi1UCarrboro Urban <br />area and Hillsborough. <br />
