12 <br />6 <br />a. Additions to or modification afpolicies, objectives, principles or standards; <br />The applicant states that no change in policies has been made in the <br />initial plan. This request is based on changing conditions only. <br />b. The creation of new activity nodes or additions to existing activity nodes <br />which exceed ten (10) acres in land area; or <br />This request would create a new activity node at the relocated Bethel- <br />Hickory Grove Church Road and NC 54 intersection. The proposed <br />amendment is therefore, a principal amendment to the Comprehensive <br />Plan and the JPA Plan. <br />c. Proposals for new freestanding plan areas or additions to existing areas that <br />exceed one hundred (100) acres of land area. <br />This request would expand the Extractive Use designation by 75.20 <br />acres. <br />3. Article 20.3.2 also requires the submission of the following additional information: <br />a. A fully dimensioned map at a scale, of not less than one hundred (100) feet <br />to the inch showing the land which would be covered by the proposed <br />Comprehensive Plan amendment, and a legal description of the land; <br />The applicant has submitted this information. <br />b. The manner in which the proposed amendment will carry out the intent and <br />purpose of the adopted Comprehensive Plan. <br />The applicant cites that the proposed change to the Joint Planning Area <br />Land Use Plan and Land Use Element of the Comprehensive Plan <br />would appear to conform to the objectives and policies contained in <br />section 3.S of the Comprehensive Plan. The applicant cites the <br />following: <br />Goal Ten ("Clean and safe water supplies available and adequate to <br />meet future needs of the residents of Orange County"), would be <br />advanced by providing an expanded reservoir with the capacity to store <br />up to three billion gallons of excess Cane Creek water. The site is <br />conveniently located adjacent to OWASA's raw water transmission <br />
