Listed below are the application <br />requirements, with analysis of information supplied by the applicant (shown in bold). <br />1. Article 2.2.14 states the reasons for which the Comprehensive Plan may be <br />amended. <br />a. Because of changed or changing conditions in a particulaz azea or areas of <br />the County; <br />The applicant states that the continued growth in southern Orange <br />County has placed a premium on the location and development of <br />sources of drinking water and this is the principal changing condition <br />which makes the proposed amendment reasonably necessary. The <br />applicant describes changing conditions as follows: <br />1. The scarcity of suitable sources of high quality water to serve the <br />growing needs of southern Orange County. <br />2. The availability of stone at a site conveniently located for public <br />and private construction projects in southern Orange County. <br />3. The provision of hot mix asphalt within reasonable hauling <br />distance of the local market area. (In that the applicants have <br />withdrawn the proposal for asphalt plant relocation, this condition is <br />significant only to May 2000 when the existing asphalt plant will be <br />removed). <br />b. To correct an error or omission in the Comprehensive Plan; or <br />No error or omission in the Comprehensivve Plan has been cited. <br />c.
