Sockwell be appointed as a member of the County <br />Planning Board to fill the unexpired term of Dr. C. T. Gattis, Acting Clerk <br />-------------------------------------------------------------------------------------- <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />November 9, 1967 <br />The Orange County Board of Commissioners met in special session on Thursday, <br />November 9, 1967 at 7:30 p.m. at the home of George Spransy in Dogwood Acres for <br />the purpose of holding a public hearing on the Dogwood Acres Sanitary District petition. <br />Members Present: Chairman Harvey Bennett, and Commissioners Carl M. Smith, <br />and Henry S. Walker. <br />Members Absent: Commissioners William C. Rey and Ira A. Ward who were attending <br />a special meeting of the Orange-Person Mental Health Committee. <br />Chairman Bennett called the meeting to order and announced that this was the <br />time and place designated for the public hearing on the Dogwood Acres Sanitary <br />District petition. <br />Charles Rundgren, Special Representative of the North Carolina Department of <br />Health, assumed the chairmanship for said meeting. Mr. Rundgren stated that the <br />purpose of this meeting was to determine if the majority of the residents of the <br />Dogwood Acres area wanted to create a Sanitary District in said area. <br />Leslie B. Coehen, Representative of the Southeastern Water Utility, objected <br />to the form of the petition circulated within the Dogwood Acre's area- and he also <br />objected to the holding of the public bearing. <br />James R. Farlow, Attorney from Chapel Hill and Representative of several <br />of the property owners within the Dogwood Acres area, reque'sted':th'at=Mr_ Coehens <br />objection be made more specific. <br />Mr. Rundgren stated that he took note of both objections, but as this meeting <br />was an informal bearing called in order to allow all interested persons the <br />opportunity to speak he felt that the objections of Mr. Coehen was out of order. <br />Mr. Rundgren offered all proponents of the Sanitary District the opportunity <br />to speak. Following these presentations Mr. Rundgren then offered all opponents <br />of the Sanitary District the opportunity to speak. <br />At the conclusion of these presentations a straw vote was held on the question <br />of whether or not a Sanitary District should be created for Dogwood Acres. This <br />vote was tallied and showed that forty-three (43) persons voted in favor of the <br />creation of the Sanitary District and that seven (7) persons voted in opposition <br />to the creation of a Sanitary District. <br />Mr. Rundgren declared the public hearing adjourned. Mr. Rundgren turned the <br />chairmanship of the meeting back to Harvey Bennett. <br />Chairman Bennett was authorized by the Board to sign the Memorandum of <br />Agreement between Orange County Board of Commissioners and the Person County-Board <br />of Commissioners.
