BOOK 7 PAGE 63 <br />NOW, THEREFORE, the Board of Commissioners of Orange and Person Counties <br />respectively resolve that: <br />1. A comprehensive mental health center shall be established in Orange <br />and Person Counties by this action of the respective boards of commissioners <br />which under state law (G.S. 122-35.5) now constitute the Orange-Person Mental <br />Health Authority. <br />2. Two commissioners from each county board of commissioners shall <br />serve as representatives on the Board of the Orange-Person Mental Health <br />Authority for the general development, supervision, and direction of the joint <br />program, subject to the review and ratification of the full boards of <br />commissioners and subject to the policies of the State Department of Mental Health. <br />3. Each county shall support the program with sufficient appropriation <br />of funds and contribution of facilities and personnel as may from year to year <br />be indicated and approved; and insofar as possible, this support of joint <br />services will be apportioned between the counties on the basis of population. <br />Local financial support will be supplemented on a matching formula basis with <br />funds from state and federal sources. <br />4. The program of the comprehensive mental health center shall include (a) <br />consultation, education and prevention services, (b) outpatient clinic services <br />in various locations in the counties, (c) emergency services, (d) partial <br />hospitalization services, and (3) in-patient hospitalization services. The <br />program may also include, but not be limited to, diagnostic services, rebebili- <br />tation services, research, training, and pro-care and after-care services. <br />5. The Board of the Orange-Person Mental Health Authority shall appoint <br />advisory boards and a clinical director and take whatever other action is <br />necessary for the administration of a joint comprehensive mental health <br />services program. The Board may contract with the University of North Carolina, <br />and with other organizations and individuals, for services and facilities, as needed. <br />This agreement may be rescinded by action of either board of commissioners <br />upon 180 days notice to the other board. <br />Orange County Board of Commissioners <br />By: /a/ H. Lon <br />er <br />The Board directed the Orange County Mental Health Committee, comprised of <br />Commissioner Ray and Commissioner Ward, to make a study of the Memorandum of <br />Agreement and make their recommendations to the full Board at the earliest <br />convenient date. <br />Dr. Garvin reported that bids for equipment and furniture bed been received <br />and opened. The low bids were as follows: <br />Office Equipment Bid: J. D. Rosa Company $2,848.40 <br />Hospital Supply Bid: Wisohaster Company 825.04 <br />Janitoral Supplyls: J. H. Anderson Company 375.00 <br />X-Ray Equipment: Picker X-Ray Company 498.00 + tax <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was moved <br />and adopted that the low bids submitted for the furniture and equipment to be used <br />in the new health building be accepted. <br />Harry Palmer, Advisor to the Orange County Planning Board, reported that the <br />Planning Board was completing its work on the subdivision and apartment ordinance. <br />He stated that, at the present time, it was the opinion of the Planning Board that <br />lot sizes be a one acre minimum if the property did not have proper water and <br />sewer facilities available, also the property owner must undertake a soil survey <br />in order to indicate if the soil was suitable to septic tank operation, then the <br />smaller lot size might be accepted if same met the stated requirments. <br />Finley Parker, Route #1, Cedar Grove, Xortb Carolina, requested that additional <br />maintenance work be made available for a road designated as SR #1368. The clerk <br />was directed to write the State Highway and Public Works Commission concerning this <br />request. <br />It was moved and adopted that the assessment ration for the calendar year <br />of 1967 be set at seventy per cent (70%). <br />__? - - F - - -- - <br />4
