For major projects, the Board elected to approve funding for individual project <br />components as scopes develop rather than allocating a lump sum. Major <br />components include: <br />• Planning, architect,, engineering <br />• Land acquisition and associated fees <br />• Construction <br />• Equipment S~ Furnishings <br />Attachment 1 of this abstract, Funding Status of 1999-00 Approved Capital Projects, provides <br />the Board with an update of all School and County projects receiving funding through the <br />current fiscal year. As shown in column 5 of Attachment 1, the Board has adhered to the new <br />approval process and authorized individual components for several projects. <br />Approval of Project Ordinances for Chapel Hill-Carrboro City Schools <br />During the planning process for the 1997 bond issue, Chapel Hill-Carrboro City .Schools <br />identified the need to renovate older schools in the District. One high priority renovation project <br />was Glenwood Elementary School with an estimated price of $1.5 million. To that end, <br />$950,000 was included in the bond issue to cover a portion of the projected cost. At that time, <br />the District proposed that savings from other construction projects would be used to fund the <br />difference of $450,000. <br />The total budget included in the Commissioner approved 1999-09 CIP for Glenwood is $1.5 <br />million. This money will provide HVAC and fire alarm system replacements, and classroom, <br />restroam, window and cafeteria upgrades. <br />At the December 7, 1999 meeting, the Board of Commissioners approved the first .phase of this <br />project ordinance to cover planning, architect and engineering costs. The total amount <br />approved for the initial phase was $100,000 and was funded using 1997 bonds. <br />In February, Chapel Hill Carrboro City Schools received construction bids for the renovations <br />from six general contractors, twelve plumbing contractors, six mechanical companies and five <br />electric companies. On March 2, 2000, the CHCCS Board of Education approved contracts <br />totaling $1,077,176 far the Glenwood project. A portion of the construction cost, $850,000, <br />comes from 1997 bond funds. The District requests that the remaining funds, $227,176, come <br />from savings realized in the Scruggs Elementary School construction project. <br />Scruggs Elementary, one of the District's newest facilities opened this past fall. Once all bills <br />are paid, the District estimates actual construction costs to be in the neighborhood of $12.6 <br />million, about $1.5 million less than original budget. As mentioned earlier, during previous <br />years' CIP discussions, the Board of Education has expressed a desire to revert savings from <br />this project to other renovation projects in the District. Prior to this fiscal year, the <br />Commissiariers have approved transferring a portion of the savings to Phillips and Culbreth <br />Middle Schools as well as Chapel Hill High School renovation projects. <br />The attached Glenwood Elementary School Renovations Capi#a/ Project Ordinance increases <br />the project's appropriation by the amount of the awarded bids. The school district will bring <br />additional phases of the project forward as the work progresses. The attached Scroggs <br />
