BCOK 7 PAGE 62 MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />November 2, 1967 <br />The Orange County Board of Commissioners met in special session on Tbursday, <br />November 2, 1967 at 1:30 p.m, at the Durham orange boundary line where it crosses <br />the north side of Highway 15-501. <br />Members Present: Chairman Harvey Bennett and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Also present was a committee of the Durham County Board of Commissioners. <br />This meeting was bald for the purpose of discussing with the engineer the <br />progress being made on the Durham Orange County boundary survey. It was agreed <br />to continue further with the work before any definite action would be taken. <br />There being no further business the meeting was adjourned. <br />Harvey D. Gattis, Acting Clerk <br />------------------------------------------------------------------------------------- <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />November 6, 1967 <br />The Orange County Board of Commissioners met in regular session on Monday, <br />November 6, 1967 at 10:00 A.M. in the Commissioners room at the Courthouse in <br />Hillaborougb, North Carolina. <br />Members Present: Chairman Harvey Bennett and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Dr. 0. David Garvin, District Health Officer, presented the following proposed <br />memorandun of agreement between Orange County Board of Commissioners and Person <br />County Board of Commissioners relative to the mental health project. <br />"MEMORANDUM OF AGREEMENT BETWEEN ORANGE COUNTY BOARD OF COMMISSIONERS AND <br />PERSON COUNTY BOARD OF COMMISSIONERS <br />WHEREAS, a community mental health program serving the citizens of this area of <br />the state has been under consideration for several years, and studies showing the <br />desirability and feasibility of a comprehensive mental health program have been <br />completed; and <br />WHEREAS, the Board of Commissioners of Orange and Person Counties each have <br />executed a "Memorandum of Understanding Between the Local Mental Health, Authority <br />and the North Carolina Department of Mental Health," enabling the establishment of <br />a local mental health program pursuant to state law (G.S. 122-35.4); and <br />WHEREAS, the Boards of Commissioners of Orange and Person Counties have been in <br />consultation with the District Health Department, members of the Departments of <br />Psychiatry and Psychology of the University of North Carolina at Chapel Hill, and <br />representatives from the State Department of Mental Health, and each board has <br />pledged financial support of such local mental health authority by the appropriation <br />of funds; and <br />WHEREAS, joint county mental health services are authorized by state law (G.S. 122-35.2) <br />and this agreement is being made in order to establish a program of mental health <br />services jointly operated by orange and Person Counties, with assistance from the State <br />Department of Mental Health, the National Institute of Mental Health, and other govern- <br />mental agencies; <br />M
