A SAPFO matches housing growth with the available (existing and planned) <br />capacity of schools so primarily two products aze created. <br />1) A financially feasible short range CIP as part of a longer range (up to as <br />much as 30 yeazs) plan leads to good operational plan as well. <br />2) Regulation of over-capacity situations and ability to gauge growth patterns <br />of new development assists in reducing the need for redistricting. <br />4. CITIZENS <br />Q. What benefit does a SAPFO have for citizens? <br />A. 1. A SAPFO maintains the school district within an acceptable level of <br />service which means a critical school over-capacity situation does not <br />effect the quality of education. <br />2. The tax and bond burden of school construction can be examined in a <br />short and long range plan which typically distributes the high spikes in <br />fiscal/tax reconciliation. <br />
