~.z <br />Z. LOCAL GOVERNMENT <br />Q. How does a SAPFO effect Local Government? <br />A. The ordinance has a series of benefits and responsibilities. <br />1. A SAPFO can be another factor in the decision of development proposals. <br />A memo or Certificate of Adequate Public Schools (CAPS) will came <br />from the school district outlining the status of schools and their capacity. <br />2. A responsibility includes providing development project information back <br />to the county as a central source of combined housing data that can then be <br />accessed by all jurisdictions and the school district. The Orange County <br />Information Exchange Team (OCTET), a team of planning and information <br />service staff is in the process of collecting, determining a common format, <br />and exchanging data. This process is also helping with Census 2000. <br />Q. Can affordable housing be exempted from a SAPFO? <br />A. Yes. <br />The quantity and location of affordable housing will still be considered in the total <br />generation of students for a district and school level but will be given an exempt <br />certificate (ECAPS) in any event. <br />Q. Is redevelopment (infill) development effected by a SAPFO? <br />A. Tt depends on the size, scale and location. If one house is removed and another <br />replaced then the S'APFO can be developed to provide an exemption. Tf a 100 <br />unit multi-family is demolished, a redevelopment limit of 110% would be <br />established to encourage yet quantify the changes. <br />Q. Does a SAPFO favorably effect the comprehensive package of CIP and public <br />services that the county and municipalities create and offer? <br />A. Yes. <br />There are competing interests for the scaze resources of tax and bond dollazs. A <br />long range school CIP can identify and regulate ('smooth out') critical <br />construction deadlines and permit a balanced expenditure of service programs for <br />1) affordable housing, 2) pazks and recreation, 3) open space/environmental <br />preservation, and 4) police/fire/jails, etc. <br />
