What primary benefit accrues to BOCC with a SAPFO7 <br />A. The school district budgets account for nearly SO% of total, county budget and <br />accordingly, unplanned critical construction and operational dollar needs create <br />major fiscal pressure to balance the provision of many diverse county and public <br />services. Health, social, transportation, aging and EMS, etc. services are part of <br />the budget equation. <br />A SAPFO creates a long range plan so the impact of school needs (capital and <br />operational) can be gauged and complement the needs of other county budgeted <br />areas. <br />Q. Can a SAPFO effect economic development? <br />A.
