Developer/Subdivider creates aconcept/sketch subdivision plan (or other development <br />permit) including proposed timeline or construction that meets local codes. <br />2. Developer/Subdivider meets with applicable school district and presents preliminary info <br />about type of housing and approximate schedule of housing completions. <br />3. School District performs a schools adequacy test using a database of existing school <br />capacity, existing school enrollment, proposed/funded schools and previously approved <br />development of two types; one type is vested or grandfathered (ECAPS) and the other has <br />been issued a Certificate of Adequate Public Schools (CAPS). <br />4. If capacity is available in the projects proposed yeaz then an interim CAP is issued to the <br />Developer/Subdivider. <br />S. If capacity is not available in the proposed yeaz then the Developer/Subdivider may <br />consider deferral of the project until additional capacity is scheduled. <br />6. The valid CAP after Step S is part of the required application material for the subdivision <br />submitted to local government. Any changes during the local government review process <br />that affects unit or number or housing type could be reissued CAPS of appropriate <br />consistency. <br />7. Ongoing data exchange is transferred amongst jurisdictions and districts to keep updates <br />on subdivision approval, housing starts, certY~"icates of occupancy and annual student <br />enrollment. <br />Agenda Item Sb <br />School District Administration of School APFO -Adequacy Test Program <br />The attached spreadsheet is a basic example of the development tracking system that will be used <br />to test the adequacy of schools in future years. The computer program will be explained at the <br />meeting. <br />
