Homeowner Incentives and Methods of Minimizing Financial <br />Impact on Homeowners <br />• -Possible low interest loans.or grants through, a revolving <br />. fund for septic system repairs <br />• Exemption or delays from some re-inspections based on <br />proper checking and maintenance of individual systems <br />• Free advanced training for community or homeowners' <br />associations volunteers to be "ambassadors" in wastewater <br />management and "first responder" duties <br />• Possible free water sampling or other services provided at <br />the time of the re-inspections <br />3. Re-inspections <br />• The option given the most favorable response for re-. <br />inspections is to begin in the water quality critical areas and <br />expand outwards to the corresponding watersheds and <br />eventually to the, whole county <br />Ob'ectives <br />1. Improve source water quality through protection of both <br />ground waters and surface waters <br />2. Prevent disease transmission <br />3. Optimize septic system lives <br />4. Maintain and preseirve septic system repair areas <br />5. Avoid or delay septic system repairs <br />6. Muumize obstructions to transfers of properly due to failing <br />septic systems, especially those with limited or no viable repair <br />options <br />7. Reduce expansion of collection systems through optimizing <br />septic system lives. <br />
