July 14,1999 <br />Phase IV: Educational Implementation <br />14 <br />The largest component of the WTMP educational plan is the implementation phase. This phase <br />involves the environmental health staff, community volunteers, and the environmental health <br />educator in conducting the educational programs for homeowners, governing and <br />regulatory/advisory boazds, installers, pumpers, other businesses and wastewater system <br />operators. <br />Phase ][V Goal: <br />To promote and protect public health, <br />preserve water resources, <br />assure proper septic system functionality, <br />extend the average life of septic systems in Orange County <br />reduce or delay repair costs and <br />minimize'loss of sale" possibilities for homes oa the market. <br />Phase 1V Purpose: <br />The purpose of the implementation phase is to: <br />+- Increase knowledge about wastewater treatment; <br />• Change behavior to ensure optimal functioning of individual septic systems in Orange <br />County <br />• Protect the health of Orange County residents through better protection of water supplies. <br />Objective 1: <br />To educate homeowners about the caze and maintenance of septic systems and train homeowners <br />to be knowledgeable in basic and advanced septic system maintenance. <br />Year 2 <br />Train 5% of homeowners (in priority neighborhoods) in basic (volume 1). . <br />Train S% of new homeowners in Orange County (bought home within last 3 yeazs). <br />Viet 10% of homeowner associations. <br />Train 5% of homeowners in advanced (volume 2) for certification. <br />Yeaz 3 <br />Same as above. <br />Send follow up survey to trained homeowners. <br />Measures <br />Number of homeowners trained. <br />Number of homeowners certified. <br />Number of associations visited. <br />of associations actively participating in educational program (recnuting). <br />Length of time between system installation, pumping schedule and needed repairs. <br />
