Preliminary Information Regarding the Development of A <br />Training Facility in the County to Include a Firing Range <br />March 24, 2000 <br />The Board of Commissioners have requested information regarding criteria for a firing <br />range in preparation for site acquisition. The following list is certainly not exhaustive, but <br />is meant to be a point of departure for discussion of the matter. Please feel free to <br />review this list and suggest other ideas during the CIP worksession on March 29, 2000 <br />or if you choose to submit comments prior to the worksession, call Pam Jones directly. <br />Thanks. <br />Location: <br />^ Ideally the property will be located at least one mile away from any residence, <br />business, school, or other building where human habitation is possible. <br />^ Ideally, the property will be located in Orange County; <br />^ Topography should be such that a level area can be developed for the range. <br />^ Property should fall outside any water critical areas in the County. <br />^ Purchase of the property, long-term (25 years or more) lease and land sharing <br />with another governmental function are options for acquisition. <br />^ Must have at least same perkable soil for septic system. <br />^ The actual site chosen will determine final amount of land needed, however, a <br />range of 15-30 acres is sought. <br />^ Property will ideally already be zoned for this function. <br />Construction Assumptions: <br />^ The range would include no fewer than 10 firing lanes. <br />^ Safety measures will be considered in the design for the range (such as covering <br />the backstop, berm, etc.) <br />^ Small building will be built for: <br />^ On-site storage of equipment, supplies <br />^ Training room to accommodate no fewer than 25 persons <br />^ Restrooms <br />^ The Sheriff indicates that he believes he can engage assistance from the <br />National Guard to do some of the grading work. <br />Other Considerations: <br />^ Environmental concerns will be addressed. OSHA guidelines to be reviewed and <br />final facility should reflect environmentally responsible design. <br />^ May also want to consider an asphalt driving area that could be used for <br />qualifying law enforcement and other emergency personnel in defensive driving. <br />Proposed Action steps: <br />^ Reconvene the law enforcement agencies that comprised the original consortium <br />(may also want to include other emergency responder personnel to gain input <br />regarding the defensive driving component of this effort). <br />^ Discuss and agree upon location and design issues. <br />• Pursue actually pulling together a design, complete with cost estimates. This will <br />enable us to make better choices as we pursue land acquisition. <br />^ Be in the land a uisition rocess. <br />
