Time was allocated during the March 27 joint <br />work session with the school boards to discuss major elements of the school CIPs. Discussion <br />of the County CIP has been scheduled for this March 29 work session, with a public hearing on <br />the overall CIP scheduled for the regular meeting on April 17. Final CIP deliberations will be <br />scheduled far a subsequent budget work session. <br />This work session gives the Board an opportunity for closer examination of specific projects in <br />the CIP. While the Board may choose at this work session to discuss any or all projects in the <br />CIP, there are two specific topics we would commend to the Board's attention. First, staff have <br />prepared an information paper related to criteria and possible action steps for siting a law <br />enforcement weapons firing range. Secondly, the Board may wish to discuss the need to plan <br />for a possible bond referendum to address the convergence of a number of facility and program <br />needs that will require resources beyond those available to the County through pay-as-you-go <br />sources in the next decade. Among others, these include new schools, justice facilities, open <br />space and recreation, and senior centers. The Board has enjoyed past success with <br />establishing citizen capital needs advisory committees and bond education committees to help <br />refine the most important needs that should be included in any bond package, and to help <br />explain to voters the needs that exist. Given the importance of ensuring that the various task <br />farces that are currently examining the capital needs just listed have adequate time to complete <br />their recommendations for consideration by the BOCC and a new capital needs task force that <br />the Manager recommends be appointed, one reasonable option to consider would be to use the <br />November, 2002 general election as a starting point for developing a possible bond referendum. <br />
