6 <br />Program Activities <br />Overall Project Administration <br />The County will contract with an independent consultant to provide overall project <br />management. This person will be viewed as the Project Administrator for the TANF <br />Housing Program. The Administrator will have supervisory skills and demonstrated <br />expertise in overseeing innovative community-based programs with multiple agency <br />participants.. He or She will be a skillful negotiator, with. highly developed oral and <br />written communication skills, expertise in program evaluation, and strong fiscaUcontract <br />management experience. He ar She will work closely with Orange County staff and staff <br />from other participating organizations and will sit on the Project Evaluation Team. The <br />Project Administrator will oversee all contracts and grant funds awarded under the <br />Program and will be responsible for preparation of all fiscal and program reports. He or <br />She will be the primary spokesperson for the program. <br />(Additional administrative. support will be needed for the following program activity. <br />Those needs are indicated in italicized print at the end of the particular section. <br />ational and Sunnortive Services <br />Orange County is fortunate to have in place a comprehensive multi-agency self- <br />sufficiency program serving public housing residents entitled ACHIEVE!, conceived of <br />jointly by staff from the Town of Chapel Hill and Orange County. Through the Chapel <br />,Hill Department of Housing, a coalition of close to twenty public and private community <br />agencies is working in partnership with residents of public housing and the Residents' <br />Association in the Chapel Hi1UCarrboro area to provide self sufficiency services to public <br />housing residents. The initial planning included an expectation that the program would <br />expand at a later date to include TANF and Section $ program participants. The TANF <br />Housing Program would employ the existing successful ACHIEVE! educational model <br />and agency coalition to expand these comprehensive support services to TANF and <br />TANF eligible participants across the County. <br />Under the Educational and Support Services component of our program we propose to <br />provide family-centered, case manag~n~nt services for each of the twenty-five (25) <br />participant families in the rental assistance and home ownership components. Through <br />weekly contact with families, case management will include development of tailored <br />action plans to access u ati n kill b ' training provided under the <br />program and in the community. Program funds will provide support for transportation <br />and childcare needs, when they are required to allow families to participate in program <br />activities. <br />Participants in the ACHIEVE! public housing program in the Chapel Hi1UCarrboro area, <br />an estimated 20 TANF and TANF-eligible families, will have access to the skills- <br />building and educational training under this program. A mm utre <br />component will provide monthly educational materials and an annual self sufficiency <br />resource fair to another 150 Orange County TANF and TANF-eligible families. These <br />educational activities are designed to inform and to encourage families to .take actions <br />that will move them closer to economic self-sufficiency. <br />
