Fikes, Housing Director, ext 2490 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-81$1 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />Acknowledging the availability of additional Temporary Assistance for Needy Families (TANF) <br />block grant reimbursement funds on behalf of the Department of Social Services, and <br />~ Approving a Professional Services Contract with Gee Associates, Inc., for an amount not to exceed <br />$141,309 over the grant period, for overall management, supervision and case management services <br />of the Orange County TANF Housing Program. <br />BACKGROUND: As outlined in the December 1999 award letter (Attachment 1), Orange County is <br />eligible to receive additional TANF (Temporary Assistance to Needy Families) block grant funds from the <br />State. This enables the County to expend and receive reimbursement for an additional $312,395. <br />Currently, $1.4 million TANF funds are available for Social Services program spending in the current <br />fiscal yeaz. In other words, the State has authorized the County to expend funds to assist needy families in <br />securing affordable housing and has agreed to reimburse the County. <br />The primary focus of the program is to assist as many TANF-eligible families as passible to secure <br />affordable housing through rental assistance and other housing related support services. The <br />Orange County TANF Housing Program contains three primary program activities: Educational and <br />Supportive Services; Rental Assistance; and Homeownership/Downpayment Assistance. A Project <br />Implementation Plan (Attachment 2) has been developed. To achieve full program implementation, <br />specific contractual actions aze required of the Board of County Commissioners. <br />County staff is recommending that all administrative services required for this initiative be contracted to <br />an outside professional consultant. Specifically, the Boazd is being asked to consider approval of a <br />Professional Services Contract with Gee Associates, Inc. of Chapel Hill. <br />
