ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 21, 2000 <br />Action Age~d~ <br />Item No. <br />SUBJECT: Greene Tract -- Identification of 60-Acre Area <br />DEPARTMENT: ERCD, Planning <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Map of Proposed 60-Acre Area <br />INFORMATION CONTACT: <br />Dave Stancil, 245-2590 <br />Craig Benedict, 245-2592 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider identification of a 60-acre portion of the Greene tract to be transferred <br />to the County, as per the proposed inter-local "Agreement to Amend the Agreement for Solid <br />Waste". <br />BACKGROUND: On March 14, the Board received the final report of the Biological Resources <br />Survey of the Greene tract, along with a report from staff evaluating the property for different <br />types of uses. <br />At the conclusion of the discussion, the Board agreed generally to a conceptual 60-acre area <br />proposed by Commissioner Gordon, and instructed staff to use the concept as a guide to adjust <br />the map of the 60-acre portion of the Greene tract. Staff was asked to prepare this map, along <br />with further information on the property, for the Board's consideration on March 21. <br />The revised map of a 60-acre sector, based on Commissioner Cordon's proposal,. is attached. <br />The map has been adjusted to meet the 60.0-acre threshold, by excluding the potential historic <br />site and including less of the pine areas to the southeast of the property, as instructed. This <br />configuration would include approximately 40 acres of prime hardwoods, as identified in the <br />biological survey. The proposed boundary also excludes approximately six acres of relatively- <br />unusable land between the powerline easement and the railroad, in order to include more of the <br />hardwood forest. These six acres, if combined with future buffers on adjoining properties to the <br />east may address any concerns about buffers along the rail line. <br />Additional information on the following areas will be presented at the meeting: <br />1. Conduct amore-detailed review of the developable areas within the proposed boundary, <br />looking at erasion control, access and drainage patterns <br />2. Gather information about the surrounding land uses <br />
