In 1992, the county began purchasing modular ambulances with the intention of remounting or <br />refurbishing the units rather than replacing. In 1994, the fleet replacement was complete, and no <br />additional ambulances have been purchased since then. County staff has investigated various ways to <br />maximize the longevity of the fleet, including remounting existing ambulance boxes an new chassis or <br />purchasing complete new ambulance units. However, after exploration of the options, we believe the <br />most prudent way to address fleet maintenance is to remanufacture the trucks at a cost of less than <br />$30,000 each. Considering the reduction in emergency ambulance traffic resulting from the Initial <br />Response Paramedic system, the remanufacturing process will provide vehicles that should be <br />serviceable for the next eight to ten years. <br />EMS and Purchasing Staff developed comprehensive specifications that included, but was not limited to <br />replacing the engine, transmission, differential, air-conditioning and braking system with new <br />components. Bids were solicited pursuant to North Carolina General Statutes. Bids were sent out to two <br />prospective vendors and were advertised in the paper. Westside Specialty Vehicles of Asheville, North <br />Carolina submitted the lowest responsible bid that was responsive at a cost of $28,238.00 per <br />ambulance. A tabulation of the bids is attached. Upon Board approval, there are two ambulances in the <br />fleet that will be remanufactured during this fiscal year. The bidder has indicated a willingness to hold his <br />price for six months in the event additional units are approved for remanufacture in the upcoming CIP. <br />
