Any change to the agreement (including <br />boundaries) requires approval of all parties to the <br />agreement <br />2. The addition of other parties to this agreement shall be <br />by consent of the current parties. - <br />E. Procedure for withdrawal from/decision not to renew the <br />agr-eement . <br />7 <br />l... A party may riot withdraw. from the agreement, until it <br />holds a public hearing on the proposed withdrawal ' <br />followed by written notice to the other parties within 30 <br />days of the public hearing.
