Since that time, Orange County has <br />served as the fiscal agent for CJPP operations. Together, the two counties receive an annual <br />allocation of $181,941 from the NC Department of Correction to administer aPre-Trial Release <br />Program and a Substance Abuse Sanctions Center. <br />The pre-trial release program addresses jail overcrowding by moving inmate-related data <br />expeditiously through the criminal justice system. The Sanctions Center serves as a special <br />condition of probation. It provides offenders with individual treatment plans designed to enhance <br />their success with probation. <br />Both programs are operated through contractual agreements with Orange-Chatham Alternative <br />Sentencing, Inc. <br />FINANCIAL IMPACT: The programs currently operate on grant funds - no county dollars are <br />expended. <br />RECOMMENDATON(S): The Manager recommends that the Board approve submission of the <br />grant proposal and authorizes the chair to sign the application. <br />
