Process Schedule and Action <br />• First Action: Public Hearing <br />• Joint Public Hearing on August 23, 1999 <br />• Opposition from surveyors and others involved in the development process <br />• Opposition from citizens regarding potential governmental delays in the approval process <br />• Second Action: Ordinance Review Committee met on October 21, 1999 <br />• Recommended that the draft proposals go to Planning Board with some type of time constraint <br />on the process and with a calendar of meeting dates prepared each year for the following year. <br />• Third Action: Planning Board heard proposals on November 4, 1999 <br />• Planning Board recommended approval with the following changes to the proposed ordinance: <br />• Leave the appeal process as the ordinance now reads with minor subdivision appeals going to the <br />Planning Board. <br />• Allow Staff a one -month deferral after the application is accepted to resolve outstanding issues. <br />• Allow Planning Board a one - meeting deferral on all applications to resolve issues and make a <br />recommendation. If no recommendation by Planning Board within two meetings the application, <br />would go to the County Commissioners with the Planning Board minutes and Planning Staff <br />recommendation. <br />• Board of County Commissioners to have 90 days to hear an application and 60 days to make a <br />decision. <br />..The Commissioners should consider allowing additional time for major projects. <br />• Fourth Action: County Commissioners to consider Amendments. <br />RECOMMENDATION: <br />Planning Staff: Approval of the Public Hearing Ordinance eliminating all time limits and <br />appeals. (ORDINANCE HEARD AT PUBLIC HEARING) <br />Planning Board: Approval of the Planning Board proposed ordinance with time limits and <br />appeal of minor subdivisions to.the Planning Board. (PLANNING BOARD <br />ORDINANCE) <br />Administration: Approval of the Administration Ordinance incorporating elements of both <br />Planning Staff and Planning Board recommendations. _ <br />G: /robert/textamed. doc /feboo /md <br />
