04082-03/00 <br />LANDFILL OPERATIONS SUPERVISOR <br />GENERAL DEFINITION OF WORK: <br />Performs difficult administrative and technical work supervising the day-to-day <br />operations of the landfill and overseeing the maintenance and repair of all equipment; <br />does related work as required. <br />Work is performed under general supervision. Supervision is exercised over other <br />personnel. <br />TYPICAL TASKS: <br />Supervises operations staff and their functions, including inspecting, weighing, dumping <br />and disposal of solid waste; billing far dumping; recycling of tires, metal, freon, oil and <br />other wastes no longer permitted to be buried; and maintenance/repair of equipment; <br />Schedules and assigns work; recommends staff disciplinazy measures; evaluates <br />performance and recommends whom to hire; <br />Collects and maintains data on operations, testing, equipment, purchasing, materials used, . <br />complaints and other azeas required for reporting, control, improvement of operations and <br />budget and fiscal monitoring purposes; <br />Organizes and analyzes the data for use by the Landfill Manager and others; <br />Develops a recommended listing of major equipment and repair needs; <br />Recommends and drafts equipment features and specifications; estimates the costs; <br />submits a plan to the supervisor for review and inclusion in the department budget; <br />Oversees gazage and maintenance/repair functions; <br />Assigns mechanics to diagnose problems with the landfill's heavy equipment and <br />vehicles; <br />Oversees repairs or contracts repairs of problems with any part of the department's <br />vehicles; <br />Able to weld and shape as needed, also modifies parts from salvage vehicles; <br />Recommends whether to rebuild versus order a new part based on cost efficiency and <br />service history; <br />Serves as liaison with contract engineers, State inspectors and others; <br />Performs related tasks as required. <br />KNOWLEDGES,_SKILLS AND ABILITIES: <br />Thorough knowledge of landfill engineering and operational practices; thorough <br />knowledge of environmental monitoring; thorough knowledge of State and Federal solid <br />waste regulations; thorough knowledge of the maintenance and repair of heavy <br />equipment; thorough knowledge of the occupational hazards and safety precaution <br />necessary around a landfill; ability to establish and maintain effective working <br />relationships with the general public, contractors, employees, and consultants; ability to <br />communicate effectively; ability to supervise and coordinate the work of employees; <br />ability to work outside in various weather conditions. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from high school <br />and at least 2 yeazs experience in the repair, maintenance and/or operations of heavy <br />equipment, including at least 1 year supervisory experience. <br />SPECIAL RE~iJIREMENTS; <br />Possession of a Landfill Manager certificate. <br />
