C4085-03/00 <br />LANDFILL MANAGER <br />GENERAL DEFFNITION-OF WORK: <br />Performs difficult professional and administrative work managing the operations of the <br />landfill; does related work as required. <br />Work is performed under general supervision. Supervision is exercised over subordinate <br />professional and non-professional personnel. <br />TYPICAL TASKS: <br />Plans and modifies the design of landfills; <br />Surveys and sets boundaries and grades for landfill equipment operators; <br />Manages landfill operations; <br />Manages the field operations of a recycling program; <br />Supervises operations and maintenance staff; <br />Ensures compliance with rapidly changing laws and rules and regulations at Federal and - <br />State level; <br />Develops and implements leachate management plan; <br />Stays abreast of regulations and evaluates their potential impacts; <br />Conducts or oversees the conduct of periodic and special tests to monitor ground water <br />quality and gases, among other things; <br />Provides ongoing planning capability, both long and short term; <br />Serves as Project Manager for contracted work; <br />Serves as liaison with various individuals on new landfill construction, closure of the <br />existing landfill, required studies, audits and regular inspections; <br />Determines and develops safety and disposal procedures; <br />Performs related tasks as required. <br />KNOWLEDGES, SKILLS AND ABILITIES: <br />Considerable knowledge of landfill engineering and operational practices; considerable <br />knowledge of environmental monitoring; considerable knowledge of State and Federal <br />solid waste regulations; considerable knowledge of land surveying techniques; <br />considerable knowledge of the occupational hazards and safety precaution necessary <br />around a landfill; ability to establish and maintain effective working relationships with <br />the general public, contractors, employees, and consultants; ability to communicate <br />effectively; ability to supervise and coordinate the work of employees; ability to work <br />outside in various weather conditions. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from an <br />accredited college or university with major course work in surveying, civil engineering or <br />related field and at least 5 years experience in landfill or solid waste administration, <br />related construction, civil engineering or related discipline including at least 2 years <br />supervisory experience. <br />SPECIAL REOLTIREMENTS: <br />Within one year, must possess Manager of Landfill Operations (GRCDA) certification or <br />other North Carolina approved Landfill Operator designation. Must possess an <br />appropriate driver's license valid in the State of North Carolina. <br />
