C4067-03/00 <br />LANDFILL INSPECTOR <br />GENERAL DEFINITION OF WORK: <br />Performs intermediate skilled work inspecting materials received in the landfill; does related work <br />as required. <br />Work is performed under general supervision. <br />TYPICAL TASKS: <br />Makes random inspections of selected vehicles coming into the landfill for improper or illegal <br />waste; <br />Determines whether materials aze permitted in the landfill; rejects illegal materials and instructs <br />customers on proper sorting and places for dumping; <br />Contacts waste owners when denying access to the landfill; explains the basis for turning the waste <br />away and requests the owner to sort through the refuse, remove unacceptable waste and dispose of it <br />properly elsewhere; <br />Explains landfill rules and regulations to patrons; explains the origin of these rules and the rationale, <br />as appropriate; <br />Oversees the spread of daily cover in respective areas of landfill and that slopes and drainage are <br />appropriate; <br />Serves as Safety Officer for landfill; <br />Prepares random inspection reports and files them in the inspection file for the State Operating Plan; <br />Determines and recommends fines to assess for illegal dumping when discovered; <br />Issues rickets for dumping illegal items; <br />Photographs the evidence and identifies the pictures with any citations issued; <br />Oversees contract and community service workers hired to perfomn manual labor; <br />Checks landfill gas monitoring wells for oxygen, methane, and carbon dioxide and gives the <br />readings to the Landfill Engineer for operating records; <br />Operates landfill equipment as necessary; <br />Performs related tasks as required. <br />ICNOWLEDGE,_SKILLS AND,ABILITIES: <br />Thorough knowledge of landfill practices, procedures, rules, and regulations; thorough <br />knowledge of the landfill's operating permit; considerable knowledge of State and Federal <br />landfill regulations; ability to keep records; ability to deal effectively with the public; ability to <br />communicate effectively; ability to give instructions; ability to enforce landfill rules and <br />regulations; ability to conduct necessary tests on monitoring wells. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education.and experience equivalent to completion of high school and at <br />least 2 years experience in solid waste, hazardous waste, salvageable materials or related azea. <br />SPECIAL RE UIREMENT: <br />Possession of a landfill inspector's certificate valid in the State of North Cazolina. <br />
