C4087-03/00 <br />LANDFILL ENGINEER Attachment 2 <br />GENERAL DEFINITION OF WORK: <br />Performs difficult professional technical work assisting the Solid Waste Management <br />Director in managing the operations of the landfill by working directly with regulatory <br />officials and consultants; does related work as required. <br />Work is performed under general supervision. <br />TYPICAL TASKS: <br />Reviews the work of consultants; reviews reports and designs for technical accuracy and <br />compliance with regulations; proposes revisions as needed; <br />Monitors construction projects at the landfill to include the maintenance building, <br />composite liner, leachate collection piping, landfill gas venting, and other miscellaneous <br />construction projects; <br />Monitors other construction projects to include recycling pads at Cedaz Grove Park and <br />Carrboro Plaza. <br />Monitors environmental compliance with respect to groundwater, air and operating <br />records; <br />Prepares landfill permit amendments and erosion control permit applications for <br />submission to the State; <br />Serves as Project Manager for various landfill activities; <br />Maintains landfill operating records in accordance with State requirements and assuring <br />that the files are up-to-date for periodic inspections; <br />Provides technical assistance to the Director and others on specific issues dealing with <br />the landfill including input on the solid waste management plan; <br />Interprets rules and regulations dealing with the landfill or environmental issues and <br />works closely with State and local regulatory officials; <br />Prepazes proposals for the procurement of consultants, drillers, and labs for new landfill <br />projects; <br />Prepares bid specifications for equipment; <br />Performs related tasks as required. <br />KNOWLEDGE, SKILLS AND ABILITIES: <br />Comprehensive knowledge of Federal and State rules and regulations governing landfill <br />operations, construction, design and closure; comprehensive knowledge of landfill <br />operations; comprehensive knowledge of landfill engineering practices; ability to operate <br />computer equipment; ability to review and prepare technical plans and reports; ability to <br />organize time and handle multiple projects; ability to prepare plans and specifications; <br />ability to work with technical consultants; ability to establish and maintain effective <br />working relationships with local officials, employees, contractors, State officials, and the <br />general public; ability to solve complex problems. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from an <br />accredited college or university with major course work in environmental ar civil <br />engineering and at least 5 years experience in the design, construction, and operation of <br />Subtitle D landfills. <br />SPECIAL REOUIltEMENTS: <br />Must be registered as a professional engineer in the State of North Cazolina. <br />
