2 <br />Waste positions. The purpose of this study was to determine the appropriate <br />classification and salary grade assignment for each Solid Waste position in the Orange <br />County Classification and Pay Plan. For the study, each Solid Waste employee <br />completed an updated position description of his ar her duties and responsibilities. The <br />consultant used this information supplemented by interviews with management and <br />selected Solid Waste emplayees to complete the job study. The consultant also <br />considered related County positions. <br />Of the 28 positions: <br />• Seven have duties and responsibilities that fit in existing classes in the Orange <br />County Classification and Pay Plan. Please note that for one of these classes, Solid <br />Waste Collector, the consultant has recommended the County salary grade <br />assignment for the class be changed from salary grade 60 to salary grade 62 to <br />reflect the current labor market for heavy equipment operators. <br />• 21 pasitions have duties and responsibilities that require the addition of new classes <br />to the Orange County Classification and Pay Plan to recognize them. The draft class <br />specifications for the new classes are provided in Attachment 2. <br />3. Authorize the Personnel Director to take the personnel policy actions necessary to <br />implement the transfer as planned <br />Attachment 1 lists in Section 3 several personnel policy actions necessary to implement <br />the concept for managing employee pay and benefits that the Board approved on <br />January 18, 2000. These include crediting the employees with County service for <br />service as a permanent employee with the Town of Chapel Hill. In this way the <br />employees will receive credit for the Town service in eligibility and earning for any <br />County benefits tied to service such as Longevity Pay or Vacation Leave earning. <br />After the transfer the employees will become Orange County emplayees and all <br />components of compensation will be the subject to the same changes in salary and benefits <br />as other Orange County employees, except far the benefit make up amount handling <br />outlined in Attachment 1, Section 3. <br />Financial Impact: The cost of employee pay and benefits far the Solid Waste employees <br />is funded from the Landfill Fund. The classification change for the Solid Waste, Collector <br />class from salary grade 60 to 62 also affects six existing County Solid Waste Collector <br />positions in the Public Works department. The estimated cost to implement this increase <br />for those pasitions is about $4,800 for the remainder of this fiscal year and about $18,000 <br />an an annual basis. Funds are available within the approved budget for fiscal year <br />1999-00. <br />Recommendation: The Manager recommends the Board approve the Implementation <br />Actions listed an Attachment 1 effective March 20, 2000. <br />
