C4125-03/00 <br />SOLID WASTE MANAGEMENT DIRECTOR <br />GENERAL DEFINITION OF WORK• <br />Performs complex professional and difficult administrative work planning and directing <br />the activities of a comprehensive solid waste management program that includes landfills, <br />waste reduction, and recycling collection and processing. <br />Work is performed under general supervision. Supervision is exercised over all <br />department personnel. <br />TYPICAL TASKS: <br />Defines organizational objectives and articulates strategies, tactics and operations; <br />Develops the Solid Waste Management Plan and programs; <br />Coordinates internal reviews and prepares reports; <br />Develops and implements an annual operational work plan; <br />Prepazes and administers annual operating and capital budget or the department; <br />Recommends fees for landfill use; <br />Monitors usage and revenues as compazed to costs; <br />Oversees the management of the comprehensive recycling and waste reduction program; <br />Serves on regional committees and boazds regazding solid waste management; <br />Keeps elected officials and managers apprised of new laws, rules and regulations; <br />Develops specifications and design criteria for a new landfill; <br />Evaluates and coordinates review of site selections, designs and specifications among <br />City, County and State officials; <br />Prepares and makes presentations for County Commissioners and prepares agenda items; <br />Seeks and obtains regulatory approvals for the location and development; <br />Recommends which work to perform with in-house staff and which to contract; <br />Drafts proposals for major contracts and oversees the writing of specifications; <br />Develops maintenance policies, quality standards, systems and procedures; <br />Responds to citizen inquiries and complaints; <br />Determines staffing levels and positions needed; <br />Oversees the hiring, training and performance evaluations of staff; <br />Stays abreast of environmental, waste disposal and landfill legislation/regulation; <br />Oversees departmental safety programs; <br />Coordinates solid waste issues among other Orange County, regional and state <br />governmenu; <br />KNOWLEDGES SKILLS AND ABILITIES: <br />Comprehensive knowledge of solid waste management practices; comprehensive <br />knowledge of Federal, State and local rules and ordinances regarding solid waste <br />management; comprehensive knowledge of the technical aspects of landfills; ability to <br />develop and implement comprehensive solid waste programs; ability to supervise <br />employees; ability to communicate effectively; ability to develop and maintain effective <br />relationships with the public, elected officials, State and Federal representatives and <br />employees; ability to conduct and prepare studies, analyses, and complex reports. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from an <br />accredited college or university with major course work in environmental science, <br />engineering or related field and at least b yeazs experience in solid waste management or <br />related discipline, including at least 2 years supervisory experience. <br />
