C4118-03/00 <br />RECYCLING PROGRAM MANAGER <br />GENERAL DEFINITION OF WORK: <br />Performs difficult professional and administrative work in directing the activities of the <br />recycling program and implementing programs to meet long-term waste reduction goals; <br />does related work as required. <br />Work is performed under general supervision. Supervision is exercised over subordinate <br />professional and non-professional personnel. <br />TYPICAL TASKS: <br />Provides planning, direction and information for future solid waste management <br />alternatives to using the landfill; <br />Provides planning and research assistance for all solid waste management activities; <br />Provides solid waste planning technical assistance to new businesses and other potential <br />waste sources; <br />Oversees the development, implementation, and operation of the household hazardous <br />waste collection program; <br />Provides staff support for a variety of solid waste management efforts such as Landfill <br />Search Committee, Regional Solid Waste Task Farce, Solid Waste Reduction Task <br />Farce; Construction and Demolition Waste Recycling Task Force; <br />Acts as liaison with other governments in and outside North Carolina to share <br />information about recycling programs; <br />Oversees recycling programs and budget; manage recycling coordinators' time; <br />Negotiates contracts with recycling program contractors; troubleshoots problem azeas; <br />oversees daily management by other staff and volunteers; plans program expansions; <br />Manages contractual aspects of commercial and drop-off recycling programs; <br />Works with Town departments and Counties, Universities and other officials to ensure <br />quality of contracts and to increase the amount of recycled materials purchased; <br />Performs related tasks as required. <br />KNOWLEDGE SKILLS AND ABILITIES: <br />Comprehensive knowledge of waste reduction strategies; comprehensive knowledge of <br />local government recycling programs; comprehensive knowledge of the recycling <br />industry including mazketing of materials, education, public relations, collection and <br />processing, operations, equipment, and federal and state policies; knowledge of <br />techniques and practices on using the landfill; ability to communicate effectively both <br />orally and in writing; ability to supervise personnel; ability to develop and administer <br />effective programs; ability to manage programs; ability to deal effectively with staff, <br />business community, vendors, elected officials and the general public. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from an <br />accredited college or university with major course work in planning, business or public <br />administration, communications; or related area and at least 5 years experience in <br />recycling or waste reduction programs or related azea including at least 2 years <br />supervisory experience. <br />SPECIAL REQUIREMENTS: <br />Possession of an appropriate driver's license valid in the State of North Cazolina. <br />
