MINUTES OF THE ORANGE COUNTY BOOK PACE Si <br />BOARD OF COMMISSIONERS <br />September 5, 1967 <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />September 5, 1967 at ten otclock a.m. in the Commissioners Room at the Courthouse <br />in Hillsborough, North Carolina. <br />Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Ed Barnes, County Agent, and Dr. W. G. Andrews, State Representative of the <br />Extension Service, were present to present to the Board the candidates for the <br />positions of Home Demonstration Agent and Assistant Home Demonstration Agent. Dr. <br />Andrews stated that the Extension Department 'had selected Mrs. Fonrose Gore to <br />replace Mrs. Elizabeth Meldau as Home Demonstration Agent and bad secured Mrs. Arleen <br />Tyler to replace Mrs. Gore as Assistant Home Demonstration Agent. Dr. Andrews <br />recommended that the salary for these two candidates be the same amount as currently <br />being paid to the Home Demonstration Agent and to the Assistant Home Demonstration <br />Agent. <br />Chairmen Bennett inquired of Mr. Barnes as to his endorsement of the two <br />candidates. Mr. Barnes stated that he concurred with Dr. Andrews, recommendations. <br />Upon motion of Commissioner Ray, seconded by Commissioner Smith, it was moved <br />and adopted, that the recommendations of Dr. Andrews relative to the appointment and <br />salaries of Mrs. Fonrose Gore as Home Demonstration Agent and Mrs. Arleen Tyler as <br />Assistant Home Demonstration Agent be accepted. <br />Hezekiah Dobson, Sanitarian, and Harry Palmer, Representative of the Research <br />Triangle Commission, were present to discuss with the Board various problems concerning <br />health and zoning matters. Mr. Dobson inquired as to the Dogwood Acres Sanitary <br />District petition. He was advised by the County Attorney and the County Administrator <br />that said petition lacked the required number of signatures of resident freeholders <br />in that the General Statutes provides that fifty-one percent (51%) of resident free- <br />holders must sign any petition before an election might be called. <br />Mr. Dobson stated that the Board of Commissioners might as well face the facts that <br />garbage disposal was a problem for the health department as well as residents along with <br />the problems arising from the types of soil and size of subdivision lots which in turn <br />does affect the matter of private water supply and waste disposal. Discussion ensued <br />on protective measures that could be included in the current zoning ordinance. It <br />was agreed that a joint meeting would be arranged between the Board of Commissioners <br />and the Town of Hillsborough in order that the current garbage disposal problem might <br />be reviewed. <br />Upon motion of Commissioner Smith, seconded by Commissioner Walker, the <br />following resolution was adopted: <br />"It having been brought to the attention of the Board of Commissioners <br />of Orange County that Mr. and Mrs. A. H. Graham, of Hillsborough, wish to present <br />to Orange County two oil portraits, one of Governor William A. Graham and one of <br />Major John W. Graham. In view of the fact that the subjects of the portraits were <br />each-members of the Orange County Bar for many years, it is requested that said <br />portraits be placed in the present Court Room. <br />Upon motion made and duly seconded and unanimously adopted, it is ordered <br />that the offer of Mr. and Mrs. Graham be accepted and that a committee of three, <br />consisting of the Chairman of the Orange County Board of Commissioners, the Clerk <br />of the Superior Court, and the President or Vice President of the Orange County Bar, <br />and Presidents of the Hillsborougb Historical Commission and Historical Society, be <br />and is hereby appointed to arrange for appropriate ceremonies in connection with <br />the presentation of said portraits." <br />Discussion ensued concerning the appointment of an advisory committee <br />which would accept gifts and portraits for the County for public buildings. It <br />was agreed that an advisory committee would be appointed whose authority would <br />include the establishment of a policy for the acceptance of any gifts and make <br />recommendations to the County Board of Commissioners. No action was taken. <br />Chairman Bennett reed a report submitted to him by W. E. Thompson, <br />Chairman of the Alcoholic Beverage Control Board. <br />Lawrence Alley, Engineer representing the firm of Alley, Williams, <br />Carmen and King, was present to discuss with the board the request which had <br />'c. been made in the form of a letter from the Alamence County Industrial Development <br />Corporation relative to attaching a Sewerage line which would run from the Universal <br />Textured Yarn Plant site near Mebane to a point with a sewer line owned by Orange <br />County at the corner of Nicholson Road and A Street.
