Orange County was awarded a <br />grant from the Clean Water Management Trust Fund (CWMTF) to help purchase the property. <br />A condition of the CWMTF grant agreement is that the CWMTF be provided with a complete <br />and accurate survey made within 90 days prior to closing of the property acquisition. <br />Orange County solicited bids from two local surveyors but received only one response--from <br />Callemyn-Parker and Associates. The scope of work includes a boundary survey, recordable <br />map, and a second survey fora 300-foot buffer from surface waters that will be protected by a <br />conservation easement held by the State of NC. The total estimated cost is $5,617. The <br />CWMTF grant includes $5,000 for surveys of the property. <br />County policy requires Board approval for expenditures with licensed professionals, specifically <br />architects, engineers and surveyors. <br />FINANCIAL IMPACT: The anticipated cost of the survey is $5,617. A portion of that cost will be <br />paid with CWMTF grant funds, with the remaining amount being addressed by the ERCD <br />operating budget. <br />RECOMMENDATION(S): The Manager recommends that the Board award the proposal for the <br />survey of Duke Forest property as cited in the RFP dated January 5, 2000, and authorize the <br />Purchasing Director to execute the appropriate paperwork. <br />
