3 <br />Cons_ lidated Plan for Housing and Community Dev~IQg~ment Programs (Outlier) <br />The Consolidated Plan for Housing and Community Development Programs provides <br />the framework for a planning process used by States and localities to identify housing, <br />homeless, community and economic development needs and resources and to tailor a <br />strategic plan for meeting those needs for a eve year period. The Consolidated Plan is <br />required for all communities receiving HQME funds (Orange County) and CDBG <br />Entitlement funds (Chapel Hill). The County's i'Irst Plan was developed in 1995 by <br />County and Town staff and a new five-year. Plan must be developed and submitted for <br />approval by HUD on May 15, 2000. <br />The Consolidated Plan consists of a 5-year strategic plan updated annually with one <br />year action plans that describes the specific projects and activities that a jurisdiction will <br />undertake in the coming year with its HUD funds. <br />The strategic plan contains three major components: <br />(1) a housing, homeless, community and economic development needs <br />assessment; <br />(2) a housing market analysis; and <br />(3) long-term strategies to meet priority needs. <br />I. Housing Needs <br />a. an estimate of the number and types of families in need of housing assistance <br />b. the specification of such needs for different categories of persons including: <br />c. a discussion of specific housing problems, including: <br />d. an assessment of the specific need when any racial or ethnic group has a <br />disproportionately greater need for any income category in comparison to the <br />needs of that category as a whole. <br />6. Homeless Needs <br />a. The nature and extent of homelessness; <br />b. The characteristics and needs of low income individuals and children <br />(especially extremely low income) who are currently housed, but threatened <br />with homelessness; <br />c. Describe existing facilities and services (including a brief inventory) that assist <br />homeless persons and families with children and subpopulations; <br />
