He has determined that certain rate <br />reductions were in order. The Board must either approve or deny Time Warner's rate request, finding the <br />rate reasonable or unreasonable. This determination is based upon a finding of fact. The Consultant's <br />report is attached. <br />Michael Patrick, Chair of the Orange County Cable TV Citizen Advisory Committee has reviewed the <br />consultant report and will present the resolution/order to the Boazd. <br />
