<br />Upon motion of Commissioner Smith, seconded by Commissioner Ward, it was'
<br />moved and unanimously adopted that the following contracts be awarded for
<br />Lake Orenre Dam in accordance with bids submitted, and that the Chairman and
<br />Secretary be authorized and directed to execute the contracts in the reme of
<br />the Town when some shall have been approved by the Town Attorney.
<br />TO, J. H. Valentine, Sherpsburg, N. C. in the approximate amount
<br />of $230,347.10.
<br />J. W. Tolar, A. H. Patterson, Harold Walker, R. B. Nichols, Jr, and
<br />William C. Ray were recognized by the County Attorney and the Chairman of
<br />the Board as being the citizens responsible for the donation of the land
<br />from which Lake Orenee.would be created.
<br />Chairman Bennett expressed to the donors the appreciation of the Board
<br />of Commissioners and the citizens of Orange, Each Commissioner and the
<br />County Attorney expressed their gratitude for the gift of lend. R. B.
<br />Nichols, Jr, spoke for the donors.
<br />Upon motion of Commissioner Smith, seconded by Commissioner Word, it
<br />was moved.and unanimously adopted, that the Orange County Board of
<br />Commissioners officially accept the donation of property from the donors
<br />in behalf of Orange County.
<br />Unon motion of Commissioner Smith, seconded by Commissioner Ward, it
<br />was moved and unanimously adopted, that the clerk forward to each donor
<br />a letter of appreciation from the Board of Commissioners in behalf of the
<br />citizens of Orange County.?
<br />Fred Cates, Mayor of the Town of Hillsborough, end John Roberts,
<br />member of the Town Board of Aldermen, presented the following cost report
<br />and garbage disposal survey to the Board for their inspection:
<br />$1404.00 ditching -- 6 ?t $234.00
<br />1560.,00 coverinF twice a week @a $15.00 per time
<br />2028.00 watchman -- $1.25 per hour for 36 hours.
<br />89.23 social security for watchman
<br />100.00 rat poison
<br />2400.00 land value per year -- 3 acres
<br />300.00 road maintenance
<br />300.00 land clearing (a $100.00 per acre

<br />42 permits were sold -- $48.00 received
<br />30 permits were used
<br />19 loads from Hillsborough
<br />-I.total loads deposited
<br />40% of garbage.came from county areas listed below:
<br />Mountain View, West Hillaborough, Colonial Hills, Aycock Schoo, New Hope,
<br />Eno, Cheek's Crossing, St. Mary's road area, and all surrounding trailer parks.
<br />Based on 40%, the county Share would be $3,272.49. I would recommend that 30%
<br />of proceeds of permits be returned to county allowing 10% to town for operating
<br />the garbage dump. Operating hours: Mon., Tues., and Wed. -- 1:00 p.m. to 5:00 p.m.
<br />The Necessary Expense Rule: Article VII, sec. 6, of the North Carolina Constitution
<br />states that: No county, city, town, or other municipal corporation shall contract
<br />any debt, pledge its faith, or loan its,credit, nor shall any tax be levied or
<br />collected by any officers of the same except for the necessary expenses thereof,
<br />unless approved by a majority of those who shall vote thereon in any election
<br />held for such purposes.
<br />Upon motion of Commissioner Rey, it was moved that the Board adopt the
<br />proposal of Mayor Cates, relative to the 25 - 75.per cent reimbursement to the
<br />County for all County resident garbage disposal permits sold, with the under-
<br />standIng that this pro rate share was to be on a one year trial basis only.
<br />This motion died for the lack of a second.
<br />Paul Carr, Superintendent of Schools, was present to participate in.further
<br />discussion concerning the garbage disposal problems.
<br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was
<br />moved and unanimously adopted, that OrenFe County pay, during the fiscal year
<br />of 1967-1968, to the Town of Hillsborough the sum of Fifteen Hundred Dollars
<br />($1,500.90) for services rendered by said Town for the collection of Farbage
<br />from all county buildings and from the following county school buildings
<br />to wit: Central High, Junior High, Cameron Park, Orange High school, west
<br />Hillsborough and Central Elementary and also the Town of Hillsborough will
<br />retain all fees derived from the sale of garbage disposal permits.
<br />There being no further business to come before the Board said meeting was
<br />adjourned.
