Average lot size (gross <br />1.34 ac. <br />• Minimum lot size 40,000 sq. ft. <br />Location <br />The property is located in Eno Township on the north side of Old N.C.10 (SRI 710) 1900 feet east of Lawrence Road (SR 1705 <br />Existing and Proposed Conditions <br />Existing: <br />• Current zoning is Rural Residential (RI). <br />• The property is not located in a protected watershed. <br />Physical Features: <br />• There is one designated USGS intermittent stream running through the property. <br />• The site is entirely wooded with mature hardwoods. <br />Adjacent Land Use: <br />• Properties to the north and east include single family residential lots in Wyngate and Strayhorn Hills subdivisions witt <br />Hillsborough American Legion Hut to the south. <br />• Property to the west includes larger single family residential lots. <br />Proposed: <br />Roads: <br />• Access is from Old NC 10 (SR 1710). <br />• Proposed public streets to be constructed to NCDOT standards. <br />• Proposed connection to Old Forest Drive in Wyngate subdivision (Planning Staff recommends public and constructed <br />NCDOT standards). <br />Water-Sewer. <br />• Water extension approved by Town of Hillsborough. <br />• Health Department verified that each lot contains suitable soils to locate a septic system except lot 5 which has been <br />labeled unsuitable (Planning Staff recommends this lot be designated as open space or combined with lot 6). <br />Agency Comments: <br />• Comments attached from NCDOT, Hillsborough, and Emergency Management. <br />Developmqlt Process, Schedule. and Action <br />Planning Board: <br />• First Action: Concept Plan approved by the Planning Board October 7, 1998 with the four following conditions: <br />1. Access to all lots shall be limited to the new subdivision roads. Joint driveways shall be provided for lot <br />from <br />Windfall lane across the 30 foot stream buffer to minimize disturbance of the stream. <br />2. No public road connection to Old Forest Drive in Wyngate subdivision shall be constructed if Emergency <br />Management Services submits documentation that connection is not needed for provision of services. <br />3. If the slopes on the north side of the stream are greater than 251/o, Windfall Lane shall be realigned to avoid <br />disturbance of the steepest slopes. <br />4. With the Preliminary Plan provide written acknowledgement from the Town of Hillsborough that water servii <br />will be provided for the number of lots being proposed in Windfall subdivision. <br />• Second Action: <br />1. Action within forty-five (45) days of this meeting; <br />2. Or within such finther time consented to in writing by the applicant. <br />3. If the Planning Board fails to prepare its recommendation to the Board of Commissioners within the spec <br />time period, approval recommended without conditions. <br />• Preliminary Plan addresses all conditions of approval of the Concept Plan except public road connection to Windfall <br />FINANCIAL UvIPACT: Fiscal Impact Analysis included as an attachment. <br />RECOMMENDATION(S): Planning_ <br />Approval, in accordance with the attached Resolution of Approval. <br />Staff recommendations: <br />1.
