8 <br />Triangle J Council of Governments <br />Goals to improve the Sustainable Economic <br />Competitiveness of the Region <br />2000 Work Plan <br />Goal: Identify the key factors and pursue cooperative projects that will sustain this <br />Region's economic competitiveness; promote actions on the part of local, state and <br />federal governments that will strengthen the Region's "sustainable" economy. <br />Work cooperatively with NC Department of Commerce, Community Development and <br />International Trade Divisions; the Research Triangle Regional Partnership; the Research <br />Triangle Foundation; Wake County EDC and other key partners in the Region and State. . <br />Pursue a regional economic forecasting model which builds on economic analysis, current <br />state, national and international economic trends, and the effects of new public policies and <br />social trends upon businesses and promote regional transportation planning. Pursue <br />cooperative demographic forecasting. Identify long-term development alternatives and <br />provide assessment of the costs associated with various development patterns. Promote the <br />development and use of the Triangle J GIS and Regional Data Center. <br />During the current year, work will continue on many program activities currently underway, <br />including, but not limited to: <br />(a) provision of technical support services to the Upper Neuse River Basin Association, the <br />Upper Cape Fear River Basin Association, the Cape Fear River Assembly, and other similar <br />organizations; <br />(b) coordinate and manage interlocal efforts to achieve cost-effective water quality monitoring <br />services and to evaluate opportunities for collaborative approaches to meeting existing and <br />proposed program requirements; <br />(c) coordinate the development of the Jordan Lake water quality response model in partnership <br />with more 50 watershed stakeholder organizations; ana <br />(d) provision of technical assistance and support services to member governments that are <br />evaluating water and wastewater utility planning, financing and capital improvements and <br />expansion needs. <br />Continue the regional biosolids composting effort. Expand the industrial eco-system project <br />and produce a business plan for creating a permanent mechanism for promoting industrial <br />partnerships for reuse of materials, water and energy in the Triangle. <br />Coordinate the Region's Clean Cities federal grants applications and activities. "Clean Cities" <br />is a Federal Department of Energy initiative. to reduce dependence on foreign oil and improve <br />air quality by promoting the use of alternative fuels/vehicles. The plan is to be completed by <br />September 2000. <br />Maintain the Region's Air Quality via a coalition of businesses to support the Air Awareness <br />program to help keep the Triangle from exceeding emissions limits established by the federal <br />air quality program & explore advantages for collective buying of vehicles, etc.
