July 14,1999 <br />Phase III: <br />and Tracking System and Staff Preparation <br />13 <br />Phase III has two distinct but related components: computer database management and staff <br />development. The computer database is important to track the progress of the WIMP program. <br />The staff development component is important for orienting county staff to the new program, the <br />educational materials and the new county policies regarding wastewater treatment. <br />For evaluation purposes it is important to track the level of participation in the WTIVIP <br />educational plan. Fortunately, the OCHD has a GIS workstation for environmental health. With <br />this system, environmental health staff can target water quality critical areas and identify the <br />most urgent (defined as containing failing systems)- neighborhoods needing intervention. Also, <br />staff can track participants in the educational sessions and then compare improvements to those <br />areas receiving the education and follow-up. <br />Phase III Purpos : <br />The purpose :ofyhase t?iree is.to: <br />• Estaban efficient system of tracking and record bmpbW, <br />• Utilize available technology (GIS system) to mrpport public health initiatives; <br />• Establish a system with ongoing monitoring of initiatives activities (businesses, <br />homeowners); and <br />• Track changes in practices of installers and pummpen. <br />The GIS system wV be used to graphically display baseline data and periodic updates on the <br />following: <br />a. Location of septic tanks in Orange County, <br />b. Identity of priority neighborhoods (based on number of failing systems in the <br />critiiak areas selected); <br />C. Tracking of education and training; <br />d. Tracking of pumping/septic tank checks (before training and after training); <br />e. Tracking of failed systems. <br />The second component in phase three is the staff orientation. The staff education and orientation <br />consists of an overview of the VnW plan and, the educational plan. It includes clarification of <br />changes in policies and procedures, the GIS tracking and the evaluation procedures.
