Benedict, AICP, Direc#or <br />eopace n~ er <br />Comprehensive Planning ~~. + ~, ' ~ - 306E Revere Road <br />(919) 245-2585 ~ ~ P O Box 8181 <br />(919) 644-3002 (FAx) ~ Hillsborough, <br />www.co.orange.nc.us "°<<4 ~.<°~~°' North Carolina, 27278 <br />3~, .~ <br />November 30, 2000 <br />TO: Persons and corporations affected by proposed moratorium extension on <br />development applications near the NC 8fi and I-40/Old NC 86 intersections <br />in Orange County's Zoning Jurisdiction (also known as Areas A, 1, & 2). <br />A public hearing will be held in the Southern Human Services Center, 2501 Homestead <br />Road, Chapel Hill, North Carolina, on Tuesday, December 12, 2000, at 7:30 p.m. for the <br />purpose of giving all interested citizens an opportunity to speak for or against the issue <br />noted below: <br />Copies of the public hearing material will be available forreview in the Planning <br />Department, 306E Revere Road, Hillsborough, North Carolina after November 27, 2000. <br />SUBJECT: EXTENSION OF THE SIX (6) MONTH MORATORIUM TO APRIL 18, 2000 <br />Since February of this year, a subcommittee consisting of two (2) Hillsborough Board of <br />Commissioners members, two (2) Orange County Board of Commissioners members, <br />the Planning Directors for bath the Town of Hillsborough and Orange County, .and the <br />Orange .County Economic Development Director, was formed to examine the County's <br />and Hillsborough's Economic Development Districts (EDD's) near the intersections of I- <br />40 and I-85 and Old NC 86 and New NC 86. The primary focus of this examination was <br />to facilitate a coordinated review of existing regulations and their impact on future <br />development patterns slang the entranceways to Hillsborough also being the center of <br />county operations. <br />Over the past ten (10) months, this subcommittee has met in public meetings over 12 <br />times with input from interested parties, and discussed the design standards, land use <br />compatibility, and "user-friendly" application requirements of the EDD's, as well as <br />transportation planning, in order.to address a larger, more comprehensive area for EDD <br />activities. From this discussion, it was agreed tha#, in order to assure that new <br />development proposals would meet the new standards that are in the discussion, <br />formulation, -and input phase, at least a six (6) month moratorium would be needed in <br />order to develop the new standards, implement them through a public hearing process, <br />and adopt them accordingly. <br />n•\nr~in\c'Irl\mnreM•iuw.N.~i~ ~n nma.. <br />
