6 <br /> ORANGE COUNTY REGIONAL TERRORISM <br /> GRANT PROPOSAL FOR 2002 <br /> BACKGROUND <br /> Recent events have-shown that large-scale terrorist events in this country are a <br /> frightening reality. Until the attacks on the World Trade Center and the Pentagon, most <br /> Americans gave little thought as to the likelihood of such a catastrophic incident. Now, <br /> however, the time has come that many local leaders and emergency management <br /> personnel are beginning to seek answers to some very difficult questions. <br /> • What types of local threats exist—nuclear,biological, chemical, or explosive? <br /> • Do the counties along the Interstate 40/85 corridor have the resources to respond <br /> appropriately or adequately together to such events—whether separately or in <br /> conjunction with one another? <br /> • How will local authorities handle a catastrophic event: <br /> 1. Resources—what happens when an event becomes so catastrophic that resources <br /> are exhausted and cannot be quickly or adequately replenished? <br /> 2. Evacuation—at what point does Interstate 40/85 become gridlocked or impassible <br /> —and under what scenario will could it be closed? <br /> 3. Quarantine—at what point is this issue decided and who will enforce it? <br /> 4. Inter-county cooperation—do resources exist to handle large numbers of <br /> displaced people in contiguous counties? If not,can they be obtained? <br /> These are only a few questions that citizens and local leaders are beginning to ask. Many <br /> of these questions have never been addressed—in some instances, there may not be an <br /> adequate answer for them; or worse, it could be that the answer is that at some point <br /> government will reach a dead end. This proposal will attempt to begin addressing and, <br /> possibly, answering the queries. The first phase will begin with a realistic vulnerability <br /> assessment of five densely populated counties containing over 15 percent of the state's <br /> population. The second phase will begin addressing these questions. <br /> TASK(February—July 2002) <br /> • Scope of work: <br /> 1. Conduct a credible and complete vulnerability assessment of the counties along <br /> the Interstate 40/85 corridor—Wake, Durham, Orange,Alamance and Guilford. <br /> 2. Create a matrix of scenarios and challenges possibly faced by the five counties, <br /> and an action plan for seeking and answering them. <br /> • Deliverables (Copies of all deliverables to NCEM will be provided in paper(3 <br /> each) and electronic (1 each)—Microsoft Windows 2000 compatible—format): <br /> 1. Copy of letters of support from each participating county(Wake, Durham, <br /> Orange, Alamance and Guilford). <br /> 2. Copies of threat/vulnerability assessments for Wake,Durham, Orange, Alamance <br /> and Guilford counties. <br /> 3. Copies of challenge and scenario matrix. <br /> • Schedule and completion date: The work will be completed and all deliverables <br /> provided to NCEM Terrorism Program Manager by August 31, 2002. <br /> • Payment: The payment for this task shall be as follows: <br /> -Labor—20 weeks x 20/hrs/wk x $25/hr $10,000 <br />
