Emergency Managers, local government <br /> officials, and others are concerned that no regional plans exist to address quarantine or <br /> evacuation and hosting of the counties' populations. The grant focuses on a feasibility study for <br /> evacuation of a six county area along 1-40 from Johnston County to Guilford County. Among <br /> other points, the study would examine: <br /> • how evacuation might be accomplished <br /> • what roads would be involved <br /> • the expected traffic flow per hour <br /> • how much and what population would be left that could not self-evacuate <br /> • how long would an evacuation take <br /> • what percentage evacuation could be done by hour <br /> • what local governments would be expected to do <br /> The State has recently approved the award of$10,000 in anti-terrorism grant planning funds, <br /> with Orange County designated as the lead agency for the undertaking. The attached <br /> resolution would represent the Board's formal acceptance of the State grant funds. <br /> FINANCIAL IMPACT: There will be significant County staff effort involved in coordinating and <br /> producing the assessment contemplated in the scope of work. However, the $10,000 State <br /> grant does not require any additional County matching funds. <br />
