~~ <br />_ 2 _ November 19, 2002 <br />Other technical concerns we have center on how the ordinance would work in practice. <br />Could a large developer, like the university, monopolize all available Certificates of <br />Adequacy of Public Schools (CAPS) so that other smaller projects would be shut out? <br />We would like to be able to support an ordinance that ties school construction to growth. <br />However, we are not convinced that the ordinance that has been drafted responds <br />satisfactorily to the needs of our community, which are to maintain a high level of <br />excellence in our schools while making the community - and by extension, the schools - <br />available to all, regardless of income. <br />Thank you for your time and consideration of our requests. <br />Sincerely, <br />G <br />vt <br />vrginiaUKnapp <br />Director of External Affairs <br />Enclosure (1) <br />
