3~- <br />,j.~ ~r <br />13. Q. Around the nation that have a SAPFO, are the LOS standards comparable <br />to what is proposed? <br />A. There is a range of LOS that has been used depending on area <br />circumstances. The range has been approximately 105% to 175%. Most <br />LOS's that are high are because present conditions of student <br />membership are at or near those levels and the district did not think it <br />prudent to start with a `defacto moratorium' but wanted to pursue an <br />organized program [Capital Improvement Program (CIP)] of reducing that <br />LOS to more `reasonable' numbers. Districts on the low end of the range <br />were more proactive with their standards because overcapacity conditions <br />were more under control with along-term school CIP commitment. <br />Throughout the range, SAPFO's are used as an important growth <br />management tool to pace growth and maintain quality education. <br />14. Q. Can the LOS standard be changed? <br />A. Yes, but only after all parties agree. A LOS standard revised upward is <br />usually easier than the opposite because a reduction should not be used <br />to create a moratorium. The LOS is an important variable in the triad of <br />CIP timing, capacity and LOS standards. <br />4 <br />
