A SAPFO is a requirement that: <br />1. Specifies that necessary public facilities and services: <br />• are available <br />• and are adequate <br />• at the adopted level of service <br />• at the time the impact of development will be felt <br />• so that adopted levels of service are maintained <br />2. Promotes that new residents receive all necessary public facilities <br />and services. <br />3. Ensures that the provision of those services to new residents does <br />not cause a reduction in the level of service provided to existing <br />residents. <br />4. Ensures that the County government is fiscally prudent and <br />responsible. <br />2. Q. What does a SAPFO not do? <br />A. 1. A SAPFO does not require developers to finance public facilities. <br />2. A SAPFO does not place an undue burden on developer/new <br />residents. <br />3.
