As noted in the MOU, that reflects the recognition <br />of the need to work together to ensure that new growth within the County's two school <br />districts occurs at a pace that allows Orange County and the school systems to <br />provide adequate school facilities to serve the children within new developments. It is <br />also important to continue to maintain a Capital Investment Plan (CIP) that is <br />financially feasible and synchronized with historical growth patterns. <br />The Board reviewed and discussed a wide range of documents related to school <br />adequate public facilities at their October 21, 2002 work session, and again at the <br />October 30, 2002 meeting of the Assembly of Governments. The Board further <br />discussed schools adequate public facilities at the November 19 meeting and <br />indicated the intent then to give formal consideration to approval of the MOU at this <br />December 10 meeting. Staff have provided an updated MOU Decision Matrix, which <br />outlines the major decision points that would be inherent in the Board's formal <br />approval of the MOU. <br />The Schools Facilities Task Force recently met, with the County Attorney in <br />attendance, and proceeded to make recommendations on all issues. The <br />recommendations are consistent with similar issues addressed by the Schools and <br />
