3 <br />ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS <br />A RESOLUTION APPROVING PLANS REVIEW FEES <br />FOR COMMERCIAL AND RESIDENTIAL PROJECTS <br />WHEREAS, the North Carolina State Building Code, Volume 1-A, <br />Administration and Enforcement, requires along with the duties of code compliance <br />and code enforcement, that the Inspections Division, during the process of issuing a <br />Commercial permit, shall review plans for Code Compliance to the North Carolina <br />State Building Code; and <br />WHEREAS, on average, 84 commercial plans are reviewed per year with an <br />average time of six hours per review; and <br />WHEREAS, the Insurance Services Office (ISO) provides recommendations <br />for local residential insurance ratings through measurement of resources and support <br />made available and applied to local building code enforcement; and <br />WHEREAS, in order to participate in the ISO Building Code Effectiveness <br />Grading Schedule (BCEGS), residential plans review is required of the local Building <br />Division; and <br />WHEREAS, in order to maintain compliance, the Orange County Building <br />Division instituted procedures for Residential Plans review this past spring; and <br />WHEREAS, on average, 895 residential plans (including new single family, <br />additions, renovations and accessory buildings) will be reviewed per year with an <br />average time of 0.75 hours per review; and <br />WHEREAS, the Orange County Building Division provides inspection services <br />to the Town of Hillsborough at 90% cost recovery; and <br />WHEREAS, an additional 10% fee charged on all permits for plans review <br />within the Town of Hillsborough would provide a 100% cost recovery for inspection <br />services provided within that jurisdiction; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of <br />Commissioners that commercial and residential plans review fees are approved as <br />follows, effective December 16, 2002: <br />Commercial Plans Review: <br />• $0.025 per square foot for projects <5,000 square feet ($75.00 minimum) <br />• $0.020 per square foot for projects 5,000 to 20,000 square feet <br />• $0.015 per square foot for projects 20,000 to 150,000 square feet <br />• $0.010 per square foot for projects >150,000 square feet <br />
