ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 10, 2002 <br />Action Agenda <br />Item No. '~ '~ <br />SUBJECT: NC State Firemen's and Rescue Squad Worker's Pension Fund Certification <br />Roster <br />DEPARTMENT: Emergency Management PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />Certification Form <br />Three (3) Training <br />Documents <br />INFORMATION CONTACT: <br />Mike Tapp, ext 3030 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve the certification requirements for the Fire Marshal to participate in the <br />North Carolina State Firemen's and Rescue Squad Worker's Pension Fund. <br />BACKGROUND: Recently, county fire marshals became eligible to participate in the North <br />Carolina Firemen's and Rescue Squad Worker's Pension Fund. The North Carolina State <br />Firemen's and Rescue Squad Worker's Pension Fund allows members who meet the <br />requirements to receive a monthly pension, upon retirement. State law requires, that in order <br />for members to be eligible to participate in the Pension Fund and receive a year of credit in the <br />fund, members must attend thirty-six (36) hours of training in the calendar year. The Fire <br />Marshal received fifty-six (56) hours of training in fire/arson investigation, terrorism and county <br />fire administration. Training documents are included with the agenda item abstract <br />North Carolina General Statute 58-86-25 requires submission of a complete and certified roster <br />of eligible staff annually. The governing body, the County Commissioners, must certify the <br />annual certification roster. The certified roster and minimum training requirements determines <br />eligibility for Pension Fund credit and must be submitted to the North Carolina State Firemen's <br />Association by December 31, 2002. <br />FINANCIAL IMPACT: The County funds associated training costs for the fire marshal to attend <br />training seminars and membership in the NC State Firemen's Association. Pension fund dues <br />are paid by the fire marshal. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the supporting <br />certification documents and authorize the Chair to sign the certification document. <br />
