z <br />• Phase 3 -This phase will take place at a departmental level and focus on anchoring on an <br />on-going basis the training that occurred in Phases 1 and 2. <br />In March 2002, the County completed Phase 1 training for all current employees with 657 <br />employees participating. This general Cultural Diversity training now is continuing on an <br />ongoing basis for new employees. <br />The Phase 2 Cultural Competency Building training is designed to move participants beyond an <br />awareness of cultural differences to a level of "cultural competence" by increasing employees' <br />ability to work effectively in a multicultural environment. The training is tailored to meet the <br />needs of individual departments and to provide education and culture specific information about <br />the Hispanic/Latino and Asian community, as well as others. <br />The course objectives are to: <br />^ Understand the need for developing cultural competence in today's workforce and <br />community <br />^ Understand how culture impacts behavior and relationships with our customers <br />^ Develop skills in applying knowledge about different cultural groups to improve <br />customer satisfaction <br />Phase 2 training began as a pilot program with EMS and department heads in March 2002. <br />Since March, two departments (EMS and Health) have participated in the pilot Phase 2 Cultural <br />Competency Building Training and the program has been further refined. <br />To implement Phase 2 of the Cultural Diversity Training Initiative for the County, staff proposes <br />that the County engage the services of Dr. Henry Meguid to provide cultural competency <br />building training to County employees. <br />Dr. Henry Meguid received his Bachelor and Masters degrees in Cairo, Egypt where he began his <br />teaching career. In 1999, he joined Duke University Medical Center where he established Duke's <br />Hospital medical interpretation and translation services. Currently, he is a Training Coordinator at <br />the Duke Health System Education Services Department and an independent consultant and <br />trainer. He offers a series of workshops and seminars on Developing Cultural Competence, <br />Working Effectively with a Medical Interpreter, Continuous Quality Improvement, concepts and <br />methodologies, and Developing and Managing High Performance Teams. Among his clients are <br />Wake County Health Services, Southeastern Region's AHEC, and Alamance County. <br />The proposed contract provides that during fiscal year 2002-03 Dr. Meguid will facilitate 12 <br />Cultural Competency Building training sessions. It is estimated that 300 - 350 County <br />employees will be trained during this fiscal year. Attached is the proposed agreement with Dr. <br />Meguid. <br />FINANCIAL IMPACT: The estimated cost of the Cultural Competency Building training for fiscal <br />year 2002-03 is $8,100. Funding was included in the approved 2002-03 budget for this <br />purpose. <br />
